La Diputada local, Olivia Garza, presentó una iniciativa en el Congreso capitalino para endurecer las sanciones contra quienes paseen perros sin correa en espacios públicos, esto para garantizar la convivencia segura en parques, calles y espacios públicos.
La legisladora explicó que actualmente esta conducta está clasificada como infracción tipo B, lo que contempla multas de 11 a 40 Unidades de Medida, arresto de 13 a 24 horas o trabajo comunitario de 6 a 12 horas.
Sin embargo, sostuvo que la Ciudad de México encabeza a nivel nacional los reportes de mordeduras de perro, lo que evidencia que la sanción vigente no está generando un efecto disuasivo real.
Por ello, la propuesta del PAN plantea reclasificar esta conducta como infracción tipo C, lo que implicaría multas de 21 a 30 Unidades de Medida, arresto administrativo de 25 a 36 horas y trabajo en favor de la comunidad de 12 a 18 horas.
“La tutela responsable no es opcional. Proteger a niñas, niños, adultos mayores y también a los propios animales es una obligación. Esta reforma es preventiva, necesaria y busca fortalecer la cultura cívica en nuestra ciudad”, dijo.
Asimismo, dejó en claro que la iniciativa no busca criminalizar a quienes tienen animales de compañía ni generar una persecución contra las familias que conviven responsablemente con sus mascotas.
Señaló que el objetivo es fomentar la tutela responsable y prevenir incidentes que pueden evitarse con una medida tan básica como el uso de correa en espacios públicos.
“Lo que buscamos es elevar el mínimo sancionatorio y fortalecer las consecuencias administrativas para que haya un verdadero cambio de conducta”, añadió.
